NORTH ADAMS – The Planning Board will hear proposals for a new restaurant, a dog training school and construction of new office and storage spaces for Berk shire County Construction and Osterman Propane on Monday. The meeting will begin at 6 p.m. at City Hall. Cynthia Cottrell of Daniels Road in North Adams plans to open Adam’s Rib and More at 315 Ashland St.
